In a census birthplace column, Neb. is the abbreviation for Nebraska.
Neb. is an older abbreviation of Nebraska, used long before the two letter postal codes. Census takers were allowed to abbreviate state names in the place of birth column, so abbreviated state names are common in the birthplace column of nineteenth century census pages.
Nebr. is another form. Nebraska became a state in 1867, so Neb. as a birthplace is uncommon before the 1870 census.
