Debarred
Debarred on an immigration record means the person was refused admission at the port or border crossing, often as LPC or for having no visa.
The word is common on land border records. Some card manifests used at Mexican border ports have spaces for the date, port and cause of being debarred from the United States, and the cause given is often LPC, likely to become a public charge, or no visa.
A debarred person did not enter, so the card may be the only U.S. record of the attempt. At seaports the same outcome is usually written as excluded and deported after a Board of Special Inquiry hearing.
