Am. cit.

Am. cit. after a foreign birthplace in the 1900 census means American citizen: the person was born abroad of American parents.

The 1900 instructions said that for a person born abroad of American parents, the enumerator should write the birthplace and Am. cit., that is American citizen. It was the only exception to the rule that birthplaces be spelled out and not shortened.

So England, Am. cit. does not mean an English immigrant. It means a child of American parents who happened to be born there. The 1950 census marked the same case with AP.
