Indians not taxed
Indians not taxed meant American Indians living on reservations or in tribal relations, whom the censuses of 1800 to 1880 left out of the regular count.
From 1800 the schedules counted all other free persons except Indians not taxed, and the 1850 to 1880 instructions told enumerators not to list them. The 1880 instructions define the phrase as Indians living on reservations under government agents or roaming over settled country.
Indians who had left tribal relations and lived among the general population were counted, marked Ind. or In. The 1900 Indian schedule called an Indian taxed if living as an individual among whites or holding an allotment, whether or not taxes were actually paid.
