urbs

Urbs is Latin for a city or walled town; urbis means of the city, and the Urbs alone means Rome.

Urbs means a city or walled town. Used alone, the City meant Rome.

Wiktionary notes that classical civitas could mean a city with its whole territory, while urbs is the town itself. In registers both simply say the place was a city rather than a village (pagus) or a town (oppidum).
